<p>The development of the Internet and information <a  href="https://www.sciencedirect.com/science/article/pii/S1319157819309000" rel="external nofollow">grid and Blockchain technologies</a> indicates a high level of intellectual potential of man, society, and the state, as well as the desire to improve the legal regulation of public relations, improve the use of research in everyday life for communication, exchange of ideas, innovations, views, creative and intellectual heritage in educational, scientific, and praxeological activities.</p>
<p>At the same time, <a  href="https://en.wikipedia.org/wiki/Jared_Cohen" rel="external nofollow">according to Jared Cohen, founder, and director of the Google Ideas Research Center</a>, the Internet is elusive and ever-changing, becoming larger and more complex every second. It is a source of colossal good and terrible evil. The Internet is the most grandiose unique experiment in history, rooted in anarchy and disorder.</p>
<p>This new ability to freely express oneself and the unhindered movement of information has created a rich virtual landscape. The lack of comprehensive, reliable, and effective control leads to Internet terrorism, Internet crime, Internet fraud, intimidation and harassment, and sites of hate groups and forums where terrorists communicate. And this is just the beginning.</p>
<h4>Portrait of a cybercriminal</h4>
<p>When describing the identity of a computer criminal, it is necessary to note the main thing, namely: a wide range of people is involved in e-crime &#8211; from highly qualified professionals to amateurs. Offenders have different social statuses and different levels of education.</p>
<p>Analysis of case law and study of literary scientific sources show that the typical age of computer offenders varies widely (on average 15 &#8211; 45 years).</p>
<h4>According to research:</h4>
<ul>
<li>33% of cybercriminals were under the age of 20 at the time of the crime,</li>
<li>13% were over the age of 40,</li>
<li>and 54% were between the ages of 20 and 40.</li>
</ul>
<p>So, <a  href="https://www.christophe-casalegno.com/hackers-and-crackers-the-differences/" rel="external nofollow">modern hackers and crackers</a> are not always carefree, obedient boys, as previously thought.</p>
<p>For example, the age distribution of computer criminals who have been arrested in the United States for computer crimes. About 83% of people in this category are men, but it should be noted that the share of women today is growing rapidly due to the professional orientation of some specialties and positions held mainly by women (secretary, accountant, economist, manager, cashier, controller, clerk, etc.).</p>
<p>According to US sociologists, about a third of computer criminals are women.</p>
<p>Most computer offenders between the ages of 14 and 21 go to college or university. This is evidenced by the fact that most computer viruses occur during the summer or winter holidays. Interestingly, a significant proportion of programmers, for example, write poorly or have poor language skills.</p>
<p>These individuals have a higher than average IQ because a high level of intelligence is required to write a compact program.</p>
<h4>Interestingly:</h4>
<ul>
<li>77% of cybercriminals who commit a cyberattack or other computer crime had an average level of intellectual development,</li>
<li>21% above average,</li>
<li>and only 2% below average.</li>
</ul>
<p>At the same time, 20% of computer criminals had secondary education, 20% &#8211; secondary special, and 40% &#8211; higher.</p>
<p>The level of special professional education of computer offenders is also quite wide &#8211; from the minimum knowledge of a computer user to highly qualified professionals in their field.</p>
<h4>In addition:</h4>
<ul>
<li>52% of computer criminals had special training in the field of automated information processing,</li>
<li>97% were employees of government agencies and organizations that used computer systems, networks, and information technology in their production processes,</li>
<li>and 30% were directly related to the operation of computer equipment.</li>
</ul>
<p>From a research standpoint, it is interesting to note that out of every thousand <a  href="https://www.fbi.gov/investigate/cyber" rel="external nofollow">computer crimes</a>, only seven are committed by professional programmers. In some cases, perpetrators of computer crimes had no computer education or technical experience at all.</p>
<p>In terms of psychophysiological characteristics &#8211; it is usually a bright-minded and creative person, a professional in his field, able to go to a technical challenge, a desirable employee.</p>
<p>In addition, practice shows that most computer criminals have no criminal record at all.</p>
<p>It is important to note that a significant proportion of computer crimes are committed individually.</p>
<p>But recently there has been a trend towards complicity in <a  href="https://en.wikipedia.org/wiki/List_of_cyberattacks" rel="external nofollow">group cyber attacks</a>.</p>
<p>Judicial practice shows that 38% of computer criminals acted without accomplices, while 62% committed computer crimes as part of organized crime groups and terrorist communities.</p>

<p>The Donald Trump government initiated the largest revision of <a  href="https://en.wikipedia.org/wiki/Internal_Revenue_Code" rel="external nofollow">the U.S. Internal Revenue Code</a> since the 1980s. The idea was beautiful: to stop the flight of jobs abroad, to reduce taxes for the middle class and thereby make its life better.</p>
<p><a  href="https://taxfoundation.org/2020-state-tax-changes-january-1/" rel="external nofollow">The key moment of the reform: reduction of corporate income tax from 35% to 21%</a>. This plan by the U.S. Senate was approved in December 2017.</p>
<p><a  href="https://www.wsj.com/" rel="external nofollow">The Wall Street Journal in the summer of 2017, popularizing the Trump reform</a>, cited before and after examples of how taxes are levied now, and what will happen after the introduction of the new Code.</p>
<p>Here&#8217;s one example:</p>
<p>Teacher Tom, receiving $50,000 and according to the current Code, pays $ 5,474 in taxes. After changes in tax legislation, his taxes will be reduced by $914 (17%) according to the White House plan and by $1140 (20%) according to the Senate plan.</p>
<p><a href="https://www.criminallawyerprofiles.com/trump-has-promised-that-republicans-will-oppose-the-democrats-bill-on-policing/">The main achievement of Trump&#8217;s</a> tax reform is the reduction of corporate income tax from 35% to 21%, but this is also criticized by some experts. It is believed that this could lead to a federal budget deficit.</p>
<h4>And what happened in fact?</h4>
<p>The edits to the final version of the document were made up to the last minutes before the vote and this could not end well.</p>
<p>For example, it turned out that by 2017 those who earn between $ 50,000 and $ 70,000 a year will be paying $ 4 billion more in taxes than they are now. While for those with incomes over a million dollars a year, taxes will fall by 5 billion.</p>
<h4>What Trump&#8217;s Tax Reform Brought for the USA: 2 Years Later</h4>
<p>Reducing the corporate income tax rate from 35% to 21% increases the chances of the United States &#8220;pulling&#8221; business from other countries. Prior to this reform, <a  href="https://www.oecd.org/about/members-and-partners/" rel="external nofollow">the United States did not perform well against the background of other OECD nations</a>.</p>
<p>Although the US corporate income tax rate is NOW much lower than it used to be, rates in many countries (22 OECD countries) remain even lower. The new US aggregate corporate tax rate of 25.7% remains above the OECD average of 23.8%.</p>
<p>Despite the increased attractiveness of the United States as a country for doing corporate business, the decrease in the corporate income tax rate is cited as one of the possible reasons for the increased US federal budget.</p>
<p>Another positive aspect of the reform: a reduction in the tax on the return to the country of income from companies operating abroad. It dropped from 35% to 15.5% for cash and to 8% for non-cash. It is expected that this will allow Internet companies to move money out of offshore companies and return it to the United States at a reduced tax rate.</p>

<p><span style="font-weight: 400;">Some studies in the United States say that hundreds of universities will have to close &#8211; they expect a reduction in the <a href="https://www.criminallawyerprofiles.com/justices-to-decide-whether-20-census-can-ask-about-citizenship/">number of international students and a reduced number of students within the country</a>. Among the solutions proposed are radical ones &#8211; to return state funding to universities.</span></p>
<p><span style="font-weight: 400;">When people write epitaphs about their favorite restaurants and worry about whether planes will fly to their favorite vacation spot and whether the hotel will remain open, not many articles are devoted to whether a university will open in their city in the fall. <p><a href="https://www.criminallawyerprofiles.com/u-s-immigration-why-trump-has-restricted-entry/">Donald Trump, the President of the United States</a>, has promised that Republicans in the House of Representatives will oppose the adoption of the bill proposed by the Democrats on the police. <p>Trump said the project, which the Democrats want to pass in the House this week, will literally destroy the police. But Republican congressmen are likely to oppose it. Also, Trump added that we must protect our police because they ensure our security.</p>

At the same time, the authorities will consider complaints about the use of force by the police. The innovations are designed to improve the exchange of information between government agencies, so as not to hire people to the police without a full background check.</p>

<p>In the USA today &#8211; the largest number of confirmed cases of COVID-19 in the world &#8211; more than a million. And in connection with the <a href="https://www.criminallawyerprofiles.com/how-the-us-government-helps-small-businesses-during-the-coronavirus-pandemic/">outbreak of the pandemic</a>, President Donald Trump recently temporarily restricted entry into the country for immigrants.</p>
<h4>What happened?</h4>
<p>On April 22, <a  href="https://www.washingtonpost.com/immigration/coronavirus-trump-immigration-suspension/2020/04/22/4f0efdb8-84c1-11ea-ae26-989cfce1c7c7_story.html" rel="external nofollow">Donald Trump signed a decree restricting entry to the United States for 60 days</a> for some immigrants. However, it is stipulated that the terms may be extended, and the conditions changed.</p>
<p>Before the announcement of the final decision, the President of the United States on Twitter announced that he was going to <a href="https://www.criminallawyerprofiles.com/these-new-rules-make-it-much-more-difficult-to-become-a-legal-immigrant-in-the-u-s/">suspend &#8220;all immigration&#8221;</a> during the pandemic. But in the end, he agreed to a number of exceptions. According to the American media &#8211; after the feedback of business groups that rely on foreign workers, especially in the technology sector.</p>
<h4>Who does this affect and what are the exceptions?</h4>
<p>The decree has suspended entry for migrants who are now outside the United States and do not have a valid visa to travel to this country. This includes, but is not limited to:</p>
<ul>
<li>people who want to get a Green Card for work, with some exceptions;</li>
<li>husbands, wives, and children of green card holders;</li>
<li>brothers, sisters, parents, and adult children of US citizens.</li>
</ul>
<p>In addition, the Diversity Visa lottery is being suspended, which <a href="https://www.criminallawyerprofiles.com/rights-and-responsibilities-of-a-green-card-holder/">annually issues about 50 thousand green cards</a>.</p>
<p>However, the government will continue to process visas for hundreds of thousands of temporary employees, including health and agricultural workers, the largest source of immigration. There are a number of exceptions:</p>
<ul>
<li>Foreigners who already have a residence permit in the USA;<br />
husbands, wives, and children of US citizens and their children under the age of 21;</li>
<li>medical workers (especially those who can help combat COVID-19), their husbands, wives, and children;</li>
<li>wealthy immigrant investors;</li>
<li>US Army and family members;</li>
<li>holders of special visas for immigrants, such as Iraqi or Afghan translators for the military;</li>
<li>a broad category of immigrants required to conduct police investigations or whose entry is considered to be of &#8220;national interest&#8221;.</li>
</ul>
<p>In addition, employees should review organizations&#8217; programs and report on whether additional measures are needed to prioritize the hiring of US workers. Today in the USA there are no provisions that would indicate giving Americans an advantage in conditions of competition for jobs &#8211; the <a href="https://www.criminallawyerprofiles.com/where-can-i-find-free-legal-resources-where-can-i-get-free-immigration-help/">status of an immigrant</a> in no way limits a person, he can work wherever and by whom he wants.</p>

<p>A newsletter published by the <a  href="https://www.whitehouse.gov/" rel="external nofollow">White House</a> on March 23, 2020, outlines several ways in which the administration will help small businesses stay viable, despite the coronavirus.</p>
<h3><b>Small Business Administration (SBA)<br />
</b></h3>
<p>The president signed into law that the <a  href="https://www.sba.gov/" rel="external nofollow">SBA</a> will be authorized to provide billions of dollars in low-interest loans to small businesses affected by coronavirus. Loans are provided in the amount of up to 2 million US dollars per company. Another 18 billion can be obtained through traditional SBA loans.</p>
<h3><strong>Department of Labor</strong></h3>
<p><a  href="https://oui.doleta.gov/unemploy/uifactsheet.asp" rel="external nofollow">The Federal-State Unemployment Insurance Program</a> will provide benefits to workers who are unable to work and do not receive regular salaries, while their employees are protected by safety guidelines during coronavirus.</p>
<h3><strong>Department of Agriculture </strong></h3>
<p><a href="https://www.criminallawyerprofiles.com/trump-foundation-to-dissolve-under-court-supervision/">The President</a> approved and signed legislation that will provide credit guarantees for small businesses in rural areas.</p>
<h3><strong>Department of the Treasury</strong></h3>
<p><a  href="https://home.treasury.gov/" rel="external nofollow">The Department of the Treasury</a> agreed to postpone filing the tax return for 90 days until July 15 without charging interest or penalties for late filing. This should ease the pressure on the cash flows of small enterprises.</p>
<p>The Department is ready to help small enterprises that offer paid leave for employees during the crisis. Help involves a dollar-for-dollar tax credit for a company that provides paid leave. Other <a href="https://www.criminallawyerprofiles.com/">exemptions</a> will also be offered for small firms that do not work and offer paid leave to employees.</p>
<p>The president is currently waiting for Congress to pass an additional bill on spending. It is believed that this bill will provide more than a trillion dollars in aid.</p>

<p><span style="font-weight: 400;">In 1994, the 17-year-old Lamonte McIntyre was sentenced to life imprisonment for double murder, which he <a  href="https://www.nytimes.com/interactive/2017/11/20/us/innocent-murder-exoneration.html?mtrref=www.google.com&amp;gwh=E90F46A63B4DAD9814154FE53A55C7F6&amp;gwt=pay&amp;assetType=REGIWALL" rel="external nofollow">did not commit</a>, and spent more than 8.5 thousand days behind bars. In October 2017, the Wyandot County Court reviewed the case and MacIntyre was rehabilitated.</span></p>
<p><span style="font-weight: 400;">The sentence review process began in 2009 at the initiative of the Kansas Attorney&#8217;s Office.
