The development of the Internet and information grid and Blockchain technologies indicates a high level of intellectual potential of man, society, and the state, as well as the desire to improve the legal regulation of public relations, improve the use of research in everyday life for communication, exchange of ideas, innovations, views, creative and intellectual heritage in educational, scientific, and praxeological activities.

At the same time, according to Jared Cohen, founder, and director of the Google Ideas Research Center, the Internet is elusive and ever-changing, becoming larger and more complex every second. It is a source of colossal good and terrible evil. The Internet is the most grandiose unique experiment in history, rooted in anarchy and disorder.

This new ability to freely express oneself and the unhindered movement of information has created a rich virtual landscape. The lack of comprehensive, reliable, and effective control leads to Internet terrorism, Internet crime, Internet fraud, intimidation and harassment, and sites of hate groups and forums where terrorists communicate. And this is just the beginning.

Portrait of a cybercriminal

When describing the identity of a computer criminal, it is necessary to note the main thing, namely: a wide range of people is involved in e-crime – from highly qualified professionals to amateurs. Offenders have different social statuses and different levels of education.

Analysis of case law and study of literary scientific sources show that the typical age of computer offenders varies widely (on average 15 – 45 years).

According to research:

33% of cybercriminals were under the age of 20 at the time of the crime,

13% were over the age of 40,

and 54% were between the ages of 20 and 40.

So, modern hackers and crackers are not always carefree, obedient boys, as previously thought.

For example, the age distribution of computer criminals who have been arrested in the United States for computer crimes. About 83% of people in this category are men, but it should be noted that the share of women today is growing rapidly due to the professional orientation of some specialties and positions held mainly by women (secretary, accountant, economist, manager, cashier, controller, clerk, etc.).

According to US sociologists, about a third of computer criminals are women.

Most computer offenders between the ages of 14 and 21 go to college or university. This is evidenced by the fact that most computer viruses occur during the summer or winter holidays. Interestingly, a significant proportion of programmers, for example, write poorly or have poor language skills.

These individuals have a higher than average IQ because a high level of intelligence is required to write a compact program.

Interestingly:

77% of cybercriminals who commit a cyberattack or other computer crime had an average level of intellectual development,

21% above average,

and only 2% below average.

At the same time, 20% of computer criminals had secondary education, 20% – secondary special, and 40% – higher.

The level of special professional education of computer offenders is also quite wide – from the minimum knowledge of a computer user to highly qualified professionals in their field.

In addition:

52% of computer criminals had special training in the field of automated information processing,

97% were employees of government agencies and organizations that used computer systems, networks, and information technology in their production processes,

and 30% were directly related to the operation of computer equipment.

From a research standpoint, it is interesting to note that out of every thousand computer crimes, only seven are committed by professional programmers. In some cases, perpetrators of computer crimes had no computer education or technical experience at all.

In terms of psychophysiological characteristics – it is usually a bright-minded and creative person, a professional in his field, able to go to a technical challenge, a desirable employee.

In addition, practice shows that most computer criminals have no criminal record at all.

It is important to note that a significant proportion of computer crimes are committed individually.

But recently there has been a trend towards complicity in group cyber attacks.

Judicial practice shows that 38% of computer criminals acted without accomplices, while 62% committed computer crimes as part of organized crime groups and terrorist communities.

The Donald Trump government initiated the largest revision of the U.S. Internal Revenue Code since the 1980s. The idea was beautiful: to stop the flight of jobs abroad, to reduce taxes for the middle class and thereby make its life better.

The key moment of the reform: reduction of corporate income tax from 35% to 21%. This plan by the U.S. Senate was approved in December 2017.

The Wall Street Journal in the summer of 2017, popularizing the Trump reform, cited before and after examples of how taxes are levied now, and what will happen after the introduction of the new Code.

Here’s one example:

Teacher Tom, receiving $50,000 and according to the current Code, pays $ 5,474 in taxes. After changes in tax legislation, his taxes will be reduced by $914 (17%) according to the White House plan and by $1140 (20%) according to the Senate plan.

The main achievement of Trump’s tax reform is the reduction of corporate income tax from 35% to 21%, but this is also criticized by some experts. It is believed that this could lead to a federal budget deficit.

And what happened in fact?

The edits to the final version of the document were made up to the last minutes before the vote and this could not end well.

For example, it turned out that by 2017 those who earn between $ 50,000 and $ 70,000 a year will be paying $ 4 billion more in taxes than they are now. While for those with incomes over a million dollars a year, taxes will fall by 5 billion.

What Trump’s Tax Reform Brought for the USA: 2 Years Later

Reducing the corporate income tax rate from 35% to 21% increases the chances of the United States “pulling” business from other countries. Prior to this reform, the United States did not perform well against the background of other OECD nations.

Although the US corporate income tax rate is NOW much lower than it used to be, rates in many countries (22 OECD countries) remain even lower. The new US aggregate corporate tax rate of 25.7% remains above the OECD average of 23.8%.

Despite the increased attractiveness of the United States as a country for doing corporate business, the decrease in the corporate income tax rate is cited as one of the possible reasons for the increased US federal budget.

Another positive aspect of the reform: a reduction in the tax on the return to the country of income from companies operating abroad. It dropped from 35% to 15.5% for cash and to 8% for non-cash. It is expected that this will allow Internet companies to move money out of offshore companies and return it to the United States at a reduced tax rate.

Donald Trump, the President of the United States, has promised that Republicans in the House of Representatives will oppose the adoption of the bill proposed by the Democrats on the police. The corresponding post was posted by the president on Twitter on Sunday.

Trump said the project, which the Democrats want to pass in the House this week, will literally destroy the police. But Republican congressmen are likely to oppose it. Also, Trump added that we must protect our police because they ensure our security.

On June 17, the Legal Committee of the US House of Representatives approved a bill proposed by Democrats aimed at large-scale police reform in response to mass protests in the country. The initiative was supported by 24 congressmen, 14 were against. Now full of The House of Representatives must vote for the document.

The main provisions of this bill will be, first of all, the ban on law enforcement agencies to use methods of stranglehold during detention, as well as the creation of a national database to track various misdemeanors of police officers. Also, the bill stipulates that in some cases it will be forbidden to issue warrants that would allow police officers to enter a house without warning.

The greatest significance of the proposed reform is to increase the responsibility of law enforcement agencies, including for disorderly and violent actions against detainees.

On June 16, Trump signed a decree on police reform. It prioritizes the allocation of federal grants for law enforcement training to encourage law enforcement to use peaceful conflict resolution practices. At the same time, the authorities will consider complaints about the use of force by the police. The innovations are designed to improve the exchange of information between government agencies, so as not to hire people to the police without a full background check.

It all came as a result of mass protests across the United States and elsewhere in the world against police violence after an African-American, George Floyd, was killed in Minneapolis, Minnesota, on May 25, when police officer kneeling on Floyd’s neck.

An innocent resident of the US state of Kansas received enormous compensation and became rich after spending 23 years in prison on a wrongful conviction.

In 1994, the 17-year-old Lamonte McIntyre was sentenced to life imprisonment for double murder, which he did not commit, and spent more than 8.5 thousand days behind bars. In October 2017, the Wyandot County Court reviewed the case and MacIntyre was rehabilitated.

The sentence review process began in 2009 at the initiative of the Kansas Attorney’s Office. During the hearing, it was established, among other things, that the prosecution put pressure on the witnesses in 1994, forcing them to give false testimonies and identify the shooter at McIntyre. Along with this, it turned out that the then detective was very likely to “declare a hunt” for African Americans on the basis of racism, and the presiding judge and prosecutor were in a romantic relationship.

The man was released in 2018. “It took me too long. This is too much for anyone to pay. I would rather just live my life. I no longer have the time to feel something like anger, ” said MacIntyre, leaving the courtroom after the acquittal.

In 2019, a 43-year-old man filed a lawsuit against the state of Kansas in accordance with the Erroneous Conviction Act, which gives illegal convicts the opportunity to receive monetary compensation.

On February 24, the office of the Attorney General decided on the case and decided to pay McIntyre $ 1.5 million. He was also granted a certificate of innocence. Case materials and DNA information will now be destroyed, and he will be able to start life from scratch.

In addition to money, the American will have full access to the health care program for two years and can rely on full tuition.

McIntyre commented on the consequences of the unlawful charge: “Kansas took 23 years of my life and gave me nothing in return. The state took my youth. “He took every birthday and Christmas with his family, and even in difficult times, when they needed me, I could not be with them.”

In compiling the report, a non-profit organization analyzed data on vehicle thefts received from the FBI National Crime Information Center. As a result, US cities with the highest rates of vehicle theft per capita in 2018 were identified.

The list is not the first to lead the city of Albuquerque, New Mexico, despite the fact that compared to 2016, the number of hijackings decreased by 28%.

The National Bureau of Crime Prevention explains the improvement in the fact that the Office for the Prevention of Car Theft was created in the state of New Mexico. But this success was not enough for Albuquerque not to take first place in the list of hot spots.

In these cities, cars are stolen most often:

Albuquerque, New Mexico
Anchorage, Alaska
Bakersfield, CA
Pueblo, Colorado
Modesto, California
Redding, California
Stockton-Lodi, CA
Wichita, KS
Vallejo-Fairfield, CA
St. Joseph, Missouri

The organization explains that the rating results were obtained on the basis of a population survey, therefore “an area with a much smaller population and a moderate number of hijackings often has a higher level of car theft than the area where more hijackings are statistically absorbed by a large number of residents”.

That is why St. Joseph ranks 10th with 674 car thefts, and Los Angeles – 38 with more than 53,000 hijackings.

In general, the statistics of car thefts in the United States in 2018 decreased by 3.3%, according to preliminary data from the FBI. The National Bureau of Crime Prevention notes that the number of thefts has decreased since 2004. In the period from 1991 to 2017, the number of stolen cars decreased by 53%.

The improvement is explained by the fact that “automobile manufacturers, law enforcement agencies and legislative bodies for many years reacted to crimes related to vehicle theft”.

How best to insure the car from theft

If you live in one of the states included in the list of the National Bureau of Anti-Crime, there is a high probability that you pay more for car insurance. Living in an area with a high level of hijacking can increase insurance premiums.

Fortunately, you can optimize the cost of car insurance, regardless of where you live. The best way to do this is to periodically compare your rate with those offered by other insurers. To do this, call several insurance or fill out the forms on their websites.

There is not enough money. Not enough for a long time, and all. Many of us began to get used to this unpleasant thought. Some crisis years, on the contrary, have only provoked, and now they spend it as if it will never come tomorrow. Well, more reasonable ones are looking for new ways to save money, and they are often very successful in their search.

With the beginning of financial difficulties, we often forget that we are not alone in this situation. It seems to many that those around with money are much better. However, this is far from the case, and scientists have conducted quite a few studies on the monetary habits of the population during crises.

The main conclusion of all the research: it is not so important how much money you have, and the state of the country’s economy is not important.

Your attitude to the environment will not depend on the amount of money available. It is much more important for you to postpone regularly.

1. Purpose
Richard Wiseman, a psychologist from the USA, found out as a result of a large-scale study that people save less during crises, not only because they have less money, but also because they no longer have a specific goal.

Most people, with all their efforts, cannot save money just for a rainy day. This is how a person works, that he needs not an abstract, but quite a concrete goal.

During the crisis, many are beginning to think that in difficult times it is foolish to postpone, for example, a new car. So it turns out that they no longer save money, although they could do it. As a result, the possibility of obtaining even a small, but still real financial stability is lost.

But no matter how difficult you are and no matter how difficult the situation of your country of residence is, you can still save money every month.

If you, for example, save 10% of the total amount of income, then with a decrease in the amount of income you should not reduce the percentage of deposited funds. Those. during the crisis you have to postpone the same 10%. Even if now it will be a very small amount.

It is better to regularly save a small amount than not to postpone at all. Since psychologists say that a person cannot postpone for abstraction, it is worthwhile to set yourself a specific goal. This may be a cottage, a car, an apartment, the birth of a second or first child. The main thing is to postpone, even during a crisis. And especially – during the crisis.

2. Happiness
The study described below was ordered by Ally Bank from the USA. Since it was not a pity for a financial institution to spend considerable funds on science, the study was very large: several thousand people participated in it.

One of the tasks set by the bank was to find out how the state of happiness is related to the amount of money a person has. It turned out that nothing. Unhappy could feel himself and those who had a lot of money. And the poor could feel happy. However, another interesting pattern emerged.

It turned out that those who set aside money regularly were the highest on the happiness scale. At the same time, the amount of the sum deferred had no value.

Scientists have found that those who save money every month get satisfaction from it. They sleep better, they are less worried about insomnia, their stress level is lower. Finally, they are just much happier than people who don’t save money regularly.

This correlation is particularly pronounced during financial crisis, during which people already feel much worse, often falling into depression and depression.

People who save money like shakes can survive much better than those who don’t usually save money regularly – even if the latter have substantial savings.

3. Permissiveness
A group of scientists from the University of the Netherlands, led by Dr. Emily Garbinsky, was able to identify another non-obvious relationship. It turned out that for people who regularly save money, a sense of permissiveness becomes characteristic – in the good sense of the word.

A person begins to feel that he is capable of taking risks, that he should not be afraid that he deserves more. People begin to change jobs and professions more calmly – even if they do not have enough savings to afford not to work for a certain time. The very fact of regular money saving gives them additional confidence in their abilities.

According to the observations of psychologists, people who regularly save money feel complacent.

This quality is considered to be not particularly good. However, the authors of the study are confident that it can bring many benefits, and especially – during periods of financial instability. It is better to be complacent and self-confident than to live in fear all the time.

After all, in fact, your financial condition does not change. However, your personal attitude to this state is changing. And changing – for the better.

An exception is a real risk to her health. In response, women from other states, including those that are considering such bills, went out to protest. And in social networks they write about the right to dispose of their own body on their own.

Laws that Save Lives

“This bill suggests that every life has value, every life matters and deserves protection,” said Georgia’s governor Brian Kemp on May 7, signing a bill to ban abortions after 5-6 weeks of gestation.

Americans responded instantly to him, calling him “discriminatory” and “unconstitutional”. Even more outraged by the similar law in Alabama: it not only prohibits abortion in most cases, but also declares them a criminal offense. At the same time responsibility for him will not be borne by women, and doctors who will carry out the operation: they face up to 99 years imprisonment.

In the states of Arkansas, Mississippi, Kentucky and Ohio, this year has already banned abortions after the appearance of a heartbeat in the fetus. Queuing is Louisiana and South Carolina.

On May 17, a scandalous bill was signed in Missouri. Most of the Senate deputies, like in Alabama and Georgia, are Republicans.

Democrats are mostly opposed to the law: a Missourian senator, Jill Shup, has accused legislators of “not wanting to understand that all women’s lives are organized differently.”

So far, the prohibition of abortion in these states actually does not work: some have not yet come into force, while others challenge it in the courts. In North Dakota and Iowa, these laws recognized the courts as unconstitutional.
However, women who are planning – at present, still legally – to do an abortion, are already facing difficulties. For example, in Mississippi, the entire state has only one clinic where you can interrupt pregnancy.

According to a poll conducted by Morning Consult / Politico in Alabama and Georgia after the adoption of laws, 33% of people support the prohibition of abortion, while 56% oppose such an initiative.

Among the supporters of these laws is the majority of Republicans. United States President Donald Trump said that “he strongly advocates life, though he has three exceptions: rape, incest and the need to protect his mother’s life.”

However, the first two cases do not take into account the new law in Alabama. The UN Human Rights Committee emphasizes that abortions should be safe for the first time, and “as experience shows, a total ban on abortion does not reduce their number, but only drove them into an underground, thus calling into question the safety, life and health of women” .

The UN and human rights organization Human Rights Watch have declared “the discriminatory nature of such bills.”

Fighting and its results

As long as the laws have not come into action, human rights defenders can challenge them in the Supreme Court. Representatives of the American Civil Liberties Union (ACLU) plan to go there. They believe that the adopted ban on abortion is contrary to the historic decision of the Supreme Court of 1973 – it was then that they were legalized at the federal level. It all began with the case of Roo v. Wade, when the residents of Texas succeeded in securing the recognition of an abortion law in the state unconstitutional and eventually legally abortion.

Initiators of restricting the right to abortion, mainly Republicans, have their own political motives for such decisions. For example, in Alabama 63% of state believers – Protestants, along with Catholics, they oppose the artificial abortion.

After the legalization of abortion at the state level in the 1970s, they resorted to a radical confrontation, including staging pogroms in hospitals.

Now the state authorities are coming to meet them, wanting to secure their positions in the state on the eve of the new presidential elections.

With the advent of the United States, Donald Trump of the Republican Party, known for his negative attitude to abortion, the situation has changed.

In 2016, the president said that “abortions should not be legal”, and “women who do them should be punished.” Trump also appointed two judges to the Supreme Court: in 2017 Nila Gorscha, and in 2018 Bretta Kavano. Experts suggest that, through them, Republicans can take a look at the case of “Row v. Wade.”

So that the highest judicial body in the United States reconsiders the case, four of the nine judges agree. And if that happens, it will motivate supporters of abortions throughout America.

In connection with the new rules, it has become more difficult for immigrants to “consolidate” in the territory of the States. The United States Citizenship and Immigration Services (USCIS) is responsible for enforcing them.

What are the difficulties that may arise in anticipation of legal status? USCIS is now more carefully considering applications for benefits by immigrants. Previously, they were carried out selectively. Special attention was paid to services that collect biometric data. Personal interviews are still conducted by USCIS staff.

Many students annually use their position with F-1, M or J. visas. After completing the curriculum, they lose their status and must leave the country. Needless to say, not everyone did this? Now, if a person arrived as a student, then at the expiration of the visa, he should definitely leave the country. Previously, students often violated the conditions of their stay and remained in the United States, working without the necessary permits, without having a single day of illegal presence. To eliminate this behavior and introduced new rules.

One of the main innovations is the simplification of the deportation policy

As a result, the list of reasons for the expulsion of visitors from the country is growing and the likelihood of receiving NTA has increased. NTA is the notification of the need to appear in an immigration court. This means that the deportation process has already begun. Especially this point applies to citizens who have been refused a visa or a greencard. Each application for a visa extension is checked equally carefully. It doesn’t matter if you only get a visa or extend it. To extend the need to bring documents and confirm that the basic facts of your life still remain unchanged.

USCIS now requires more information from immigrants

And from their employers too. When arriving in the country on an H-1B work visa, keep in mind that your superiors will be asked to confirm that they really give you a job that matches your knowledge. Especially when a person works in third-party jobs. However, in the continuation of the topic of work: the Ministry of Justice, together with USCIS, monitor cases of harassment of American employees in favor of a visiting employee. This is especially true for organizations where a decent proportion of workers are immigrants. Moreover, now employees of migration services can visit the offices of companies with a check without warning. They need to make sure that all employees comply with immigration laws, and are engaged in the business to which their visas apply. As a result, illegal salary and employment will not go unnoticed.

The process itself consists of several stages.

1. Providing a document confirming the funds. The buyer provides the agent with a Proof of Funds. The amount in this document should cover the value of the property. If the “Proof of Funds” is not provided, the credibility of such a buyer will fall sharply.

2. Search for real estate. The buyer discusses all the details with his agent, and he begins to look for real estate under the client’s request: determines the area, delves into the general trends of the market and its prospects, and also clarifies the issues of taxation, transport, infrastructure, parks, recreation areas and others. The buyer and the agent choose the object and agree on a price.

3. Offer to purchase. When the object is already selected, the buyer makes the seller an offer to purchase (offer) either orally or in writing – in the form of a standard document.

4. Making a security deposit. When the offer is accepted, the seller’s agent opens an escrow account (a third party account to hold funds of one of the parties). In California, the buyer transfers a deposit of 3% of the price of the object to this account within three days after accepting the purchase offer, in New York – at a rate of 10–20% within 5–10 days. Making a deposit guarantees the mutual responsibility of the parties to the transaction. It is necessary to stipulate in advance the conditions under which the buyer can withdraw from the transaction and return the deposit.

5. Getting a loan from a bank (if required). The bank orders the evaluation of the object from companies specializing in this. The borrower provides all the necessary documents and obtains the consent of the bank. If a flat is bought, the bank requires information on the financial viability of the apartment building, the amount of insurance coverage and possible lawsuits directed against the owners. The lender may require re-measure the site, which is true, both for private and for apartment buildings.

6. Verification of legal purity. A similar procedure (Title Search) is carried out by special companies (Title Company) by order of the buyer’s lawyer. If the search revealed arrests, bans or other problems, the seller is given a certain time to correct them. If this is not possible, the buyer can refuse the transaction and return the deposit paid. Buyer is advised to buy one-time insurance (Title Insurance) to protect against potential problems in the future.

In many parts of the state of New York, an inspection of the facility is necessary before the final signing of the contract, and in New Jersey, for example, an inspection is carried out immediately after signing the contract. According to the results of the inspection, you can request to eliminate the shortcomings, lower the price or provide compensation in the form of a loan at the time of closing the transaction. If an agreement is not reached, the buyer in New Jersey has the right to refuse to complete the transaction without any penalty, and there will not even be a contract in the state of New York. In California, if during the inspection any flaws that did not satisfy the buyer were found, the contract may be canceled and the deposit returned. The buyer may also ask the seller to fix some problems or make a discount.

The buyer has 10 days to carry out all inspections and inspections. If everything is in order, then the parties proceed to the following stages.

7. Obtaining condominium or cooperative permission (if required). In the process of buying in apartment buildings in New York, the buyer must obtain the approval of the Board (Board Approval) condominium or cooperative. In New Jersey condominiums, such approval is not required, but in co-ops it is necessary to go through this procedure. The buyer must provide personal and financial information, letters of recommendation, etc. Buyers will have to prepare in advance for such a procedure, otherwise it may significantly delay the conclusion of the transaction. Approval of the board of the cooperative is a strict procedure, which includes a personal interview. Moreover, many cooperatives simply do not admit non-residents to the United States. Getting approval from the condominium board is much easier.

8. Making a deal. The day before the conclusion of the transaction (Closing) or on the day of its conduct, it is recommended to once again conduct an inspection of the property for its condition and release. Next is the contract of sale (Real Estate Purchase Contract). At the time of signing the transaction the full amount of the purchase must be transferred to the deposit account of the lawyer of the buyer. In the case of a purchase with a mortgage, the lender also transfers the loan amount to a lawyer’s account. When signing a package of documents on a transaction, the lawyer of the buyer distributes the payments associated with the object and the conclusion of the transaction.

9. Transfer of ownership. With the signing of the transfer of ownership (Deed), as a rule, the transfer of keys also occurs. Thus, most often at the time of sale the property is already fully vacated. After payment is received by a title company (or loan documents), the buyer receives a title deed. However, in many states, ownership is transferred to the buyer only after registration of this document with the district court.

10. Entering a new home. In the case of a private house, this process is quite simple, but when buying apartments you need to consider the following:

As a rule, the buyer will need to purchase special homeowner’s insurance.
It may be necessary to make a certain payment (move-in fee), often consisting of two parts: security deposit – a refundable deposit paid in case of damage at the time of the move, and application fee – this amount is not refundable and is charged to the new owner’s registration.
Apartment buildings often charge membership fees from each new apartment owner. These funds are most often sent to the reserve or repair funds (capital reserve / capital contribution). The amounts can be fixed or can be calculated based on the maintenance fee. This payment often has to be made at the time of closing the transaction.
You need to carefully read the house schedule regarding entry and exit. In many homes, things can only be transported at certain times and days.
Do not forget about the conclusion of contracts for utilities.

This is especially true of papers with obligations to pay large sums of money. After all, a mistake due to own negligence, ignorance of the law or its incorrect interpretation by one of the parties does not constitute grounds for invalidating any transaction.

The first thing everyone should remember is not to hurry: there should always be time to think and consult with a lawyer. Even if the situation is very clear, you should not give in to pressure or your own mood and immediately sign something. We need to take time to think in a calm atmosphere. No need to think that a worthwhile offer would be upset. Honest partners always meet each other.

But fraudsters just do not like it, because the victim can fall off the hook, so they will strongly oppose her desire to think about everything. Therefore, the time taken for reflection and consultation with a lawyer is always a blessing to the person.

The American insurance company Squaremouth has arranged a secret competition for attentive customers. Conditions for obtaining a prize (10 thousand dollars) were written in small print in the documents for registration of insurance for travel to other countries.

The first trick was exposed by the 59-year-old high school teacher Donelan Andrews from the US state of Georgia. The woman carefully read the legal papers that were intentionally written in complex language using specific terms. The hidden message was on the seventh page, according to the Tampa Bay Times.

“To emphasize the importance of studying the documents for signature, we launched the“ We Pay for Reading ”contest, in which we encourage the person who reads the information in the agreements from beginning to end. If you read this during the contest and have time to contact us first, you will be presented with the main prize of 10 thousand dollars, ”the papers said.
